I’m the founder of Gallagher Beauty Compliance Strategies, a consultancy dedicated to helping beauty and personal care brands navigate the evolving world of global compliance with clarity, integrity, and confidence.

Before launching this firm, I spent more than 20 years leading regulatory, government affairs, and compliance strategy across the beauty and wellness industry. Most recently, I was Senior Director of Regulatory, Registration & ESG at Interparfums, Inc., where I supported a portfolio of prestige fragrance and beauty brands through complex global compliance and sustainability initiatives.

Earlier in my career, I held leadership roles at Bath & Body Works and LBrands, where I oversaw regulatory efforts supporting product development and international market access for Victoria’s Secret Beauty and Bath & Body Works. At Tahitian Noni International, I served as Director of Global Regulatory Affairs, managing international registrations and high-stakes compliance risks across global markets.

Over the years, I’ve worked with regulators, trade groups, and brand teams around the world—helping to launch products, shape policies, and anticipate challenges in an increasingly complex landscape. One of the highlights was helping craft language adopted by the California Air Resources Board (CARB) to shape how air care and fragrance products are regulated in the U.S.

Today, I partner with purpose-driven startups and fast-growing brands to help them make sense of the web of pressures coming from regulators, consumers, investors, and suppliers. From ESG expectations and ingredient transparency to global labeling standards and supplier accountability—I help founders see how it all connects, and how to build systems that not only ensure compliance but also support growth, trust, and mission.

And if you're wondering—my name, Eoghan, is pronounced just like “Owen.” It looks a little intimidating at first, but once someone shows you how to say it, it all makes sense. That’s a bit like regulatory compliance: it can look overwhelming, but once you understand how the pieces fit together, it becomes a whole lot more manageable.
